Skilled workers not covered by special programs must follow the general process, which involves finding an employer willing to hire them and support them through the immigration procedures. Canadian employers must demonstrate that they are unable to find qualified Canadian citizens or permanent residents to fill the positions and that hiring foreign workers will not negatively impact the Canadian labor market.
To do this, the employer must submit a file including an application for a Quebec Acceptance Certificate (CAQ) and a Labour Market Impact Assessment (LMIA). If Immigration Canada and Immigration Quebec provide a positive decision, the foreign worker can obtain a temporary work permit for a maximum duration of two years.
Some categories of workers are exempt from the LMIA and benefit from special programs that facilitate obtaining a temporary work permit.
