Temporary Work Permits

Skilled workers not covered by special programs must follow the general process, which involves finding an employer willing to hire them and support them through the immigration procedures. Canadian employers must demonstrate that they are unable to find qualified Canadian citizens or permanent residents to fill the positions and that hiring foreign workers will not negatively impact the Canadian labor market.

To do this, the employer must submit a file including an application for a Quebec Acceptance Certificate (CAQ) and a Labour Market Impact Assessment (LMIA). If Immigration Canada and Immigration Quebec provide a positive decision, the foreign worker can obtain a temporary work permit for a maximum duration of two years.

Some categories of workers are exempt from the LMIA and benefit from special programs that facilitate obtaining a temporary work permit.

Permanent Work Permits

Obtaining a permanent work permit requires acquiring permanent residence. This status is intended for workers wishing to settle long-term in Quebec and involves a lengthy and costly process.

The procedures can be initiated from the country of origin and require the involvement of both the provincial government (Quebec) and the federal government (Canada).

The first step is to obtain a Quebec Selection Certificate (CSQ). Each applicant is assigned a number of points based on criteria that determine the relevance of their arrival to Quebec’s economy. Once the CSQ is obtained from Immigration Quebec, the application for permanent residence must be submitted to Citizenship and Immigration Canada (CIC), which conducts the applicant’s legal and medical checks.
